Sensitive vehicles such as the defense vehicles, transport ships, airplanes, ambulances etc always need to be in the perfect condition. The tests would not only take some hours to complete, but depending on the circumstances and the size of the ship, they also took weeks to complete the tests. One can only imagine the bill that was charged for a full test and the weeklong checking by the team. That is why a lot of ships took the risk to sail without tests.
